Job Title: Tendering / Bidding Specialist

Role Overview:

The Tendering Specialist is responsible for managing the entire tendering process, from reviewing inquiries to final submission and negotiation. This role ensures compliance with client requirements, mitigates risks, and aligns with organizational objectives while collaborating with internal departments to deliver high-quality proposals.

Key Responsibilities:

  • Review and assess tender qualification documents to ensure compliance with client requirements and bid standards.

  • Manage communication with bidders, clarify tender specifications, and address inquiries.

  • Maintain accurate records of pre-qualified bidders for efficient bidding processes.

  • Oversee procurement and tender submissions via the Etimad portal.

  • Coordinate with procurement, project management, legal, and internal teams to align tender requirements.

  • Conduct analysis of tender outcomes, identifying trends and insights for future bids.

  • Ensure accuracy, compliance, and quality assurance in bid documents.

  • Analyze tender documents to determine local content requirements.

  • Organize bid submission stages, ensuring deadlines and prerequisites are met.

  • Review RFP/RFQ/SOW/RFI documents and extract key bid details.

  • Prepare and submit technical and commercial proposals based on input from cross-functional teams.

  • Source vendor, supplier, and subcontractor offers, conducting price and scope assessments.

  • Evaluate manufacturer techno-commercial offers and prepare comparisons for cost analysis.

  • Identify and mitigate risks associated with tender submissions.

  • Ensure compliance with local regulations and Middle East industry standards.

  • Participate in pre- and post-tender meetings with clients for requirement clarifications and negotiations.

  • Develop and maintain strong relationships with clients, stakeholders, and project management consultants (PMCs).

  • Manage project schedules, budgets, and resource plans to ensure timely delivery.

  • Prepare tender presentations for management review, including project scope and risk assessment.

  • Generate daily, weekly, and ad-hoc reports to track tendering progress.

  • Coordinate contract finalization with the legal team to ensure compliance with client and organizational requirements.

  • Address post-bid clarifications and resolve open issues with clients and vendors.

Requirements:

Education:

  • Bachelor's degree in Engineering (Electrical, Civil, or related fields), Business Administration, or Supply Chain Management.

Experience:

  • Minimum 3 years of experience in tender preparation for construction projects.

  • Familiarity with client portals such as SAP Ariba and Etimad.

Skills & Expertise:

  • Proficiency in Microsoft Office, ERP systems, and costing tools.

  • Strong understanding of bidding activities, building products, construction details, and compliance standards.

  • Excellent negotiation, communication, and interpersonal skills.

  • Expertise in:

    • Tender Management

    • Bid Processes & Bid Management

    • Proposal Preparation (RFQ, RFP, PQQ)

    • Aconex, SAP Ariba, Etimad

    • Cost Estimation (Preferred)
